If you are app is small, it's normal to not get spend in very competitive keywords.
I recommend you starting with MaxConversions and then analyze the search terms so you can extract some exact keywords that the algorithm has already linked...
I have never faced this before as normally everyone goes with SDK or MMP.

First thing you have to do to have the campaigns running properly is to have the meta SDK. I'm 100% sure that you are not seeing conversions because the setup is simply not ready.

yes exactly, the checkbox needs to be off and for that, you need to run SKAN first for a couple of days.
When you run with SKAN (checkbox ON), you dont use probabilistic so you'll deal with signal delays and so on (SKAN downsides basically)
Apparently, if you enable a skan 4.0 and Meta receives events from users that opt-in in the ATT, Meta will have better signals for AEM.
However, AEM doesn't necessarily need SKAN and it can completely work without it.
My two cents:
first - don't run campaigns with TikTok based on SKAN. Go with the probabilistic attribution.
second - try to confirm that the campaigns have some incrementality, either by looking at the blended or by looking at the app referral traffic on your app store connect insights...

Give a try with the new max conversion campaign and see what kind of search terms the algorithm links to your app. You'll see if the algo thinks you are relevant for the good keywords
